* *Alameda County Health Care Services Agency’s Human Resources Division is recruiting for a provisional Recruitment Specialist* We are seeking a compassionate and innovative professional with an extensive and comprehensive understanding of hiring needs and candidate-focused strategies.

*The AGENCY* The *Alameda County Health Care Services Agency (HCSA)* employs more than 1,700 staff working across four departments: *Behavioral *Health, *Environmental *Health, Office of the *Agency Director*, and *Public *Health.
Major cross-cutting programs cover homelessness, school district partnerships, emergency management, and services for the uninsured.

*THE POSITION* Under direction of the Workforce Planning & Development Manager or designee, to plan, coordinate and conduct recruitment activities and develop recruitment and retention strategies, which may include Agency branding, networking and developing partnerships with local organizations and schools, according to the needs of the Health Care Services Agency and to perform other related duties as required.
*THE IDEAL CANDIDATE* _In addition to meeting the minimum requirements for this position, the ideal candidate will possess the following critical attributes:_ * Proven project manager with strong work ethic and ability to work on multiple.
projects simultaneously while providing timely responses to various stakeholders * Proactive and independent professional with ability to take initiative and make sound decisions.
* Proven knowledge of multiple recruiting sources, including social media platforms, and executive innovative strategies to identify and engage with quality candidates.
* Ability to create and implement sourcing strategies for recruitment for a variety of roles (administrative, clinical, technical, programmatic, etc.
).
* Ability to facilitate different types of interviews and hands on experience with various selection screening processes.
* Ability to network, build and manage wide range of strong relationships with candidates, hiring managers and internal teams.
* Excellent interpersonal skills; exceptional communication, both verbal and written.
* Detailed orientated, ability to maintain database of candidate records, including active and passive prospects.
*Major Tasks, Duties and Responsibilities:* *Note: *The following statements reflect the general duties and *shall not be considered as a detailed description of all the work requirements that may be inherent in the job*.
* Sets goals, plans, organizes, directs, coordinates and evaluates the activities of health care recruitment/retention programs.
* Collaborates with hiring managers to understand hiring needs; personalizes recruitment and hiring initiatives; manages job postings and advertisement and recruitment processes.
* Identifies, assesses and engages a diverse pool of potential qualified candidates through proactive networking, internal/external partnerships, and through online recruitment.
* Engages with candidates and responds to inquiries especially as it pertains to the hiring processes; assists with screening applications for Minimum Qualifications.
* Identifies and implements efficient and effective recruiting methods and strategies based on available roles and needs of HCSA programs.
* Partners with HCSA Departmental Human Resources Officers to streamline exam process (where possible), works with hiring managers to identify job expectations, expedites ideal candidate statements, provides selection and assessment of ideal candidates for HRS, and disseminates open exams to community and institutional partners.
* Develops, builds and maintains community and educational institution relationships through ongoing communications regarding job opportunities with the Alameda County Health Care services Agency.
* Develops and promotes Agency branding (what we are, what we do and why individuals should work for us) and implement social media recruitment strategies.
* Coordinates and participates in health care recruitment events; attends job fair and open house events.
* Functions as an administrative resource for the Agency’s Management Team(s) on recruitment issues.
* Collects, prepares, maintains, and updates statistics, reports and information related to the recruitment; analyzes information as requested and provides report.
* Maintains expenditures and adheres to budgetary constraints in projecting costs for advertising, promotional and marketing and recruiting activities.
* Researches and documents effectiveness of various recruitment approaches and strategies and implements necessary changes.
* Perform other duties as assigned within the classification.

*MINIMUM QUALIFICATIONS* *EDUCATION: *Possession of a Bachelor’s degree in a relevant field from an accredited college or university.
*-* *AND -* *EXPERIENCE:* The equivalent of two (2) years of full-time professional level human resources recruitment/and job placement experience, requiring the use of knowledge and skills described in this specification.
