Job Description and Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by contributing to the wide and complex array of prevention services provided to children with lead poisoning or lead exposure, or those who are at risk of lead exposure.
The Childhood Lead Poisoning Prevention (CLPP) Branch is primarily funded by a unique fee assessed upon entities that historically and currently contribute to environmental lead pollution The incumbent works under the direction of the Health Program Manager I, Policy and Planning Unit Chief, the Health Program Specialist I (HPS I) is responsible for performing a variety of tasks related to the administration, implementation, and monitoring of the fee which funds the Childhood Lead Poisoning Prevention (CLPP) Program.
The HPS I develop and leads environmental health policy and program projects, evaluate issue, establish and monitor the implementation of policies and procedures, and performs or supervises complementary staff support functions.
The HPS I represent the department in dealings with fee payers and partner agencies, such as the California Department of Tax and Fee Administration (CDTFA) and the California Air Resources Board (CARB).
The HPS I serve as a highly skilled fee specialist, applying statutory regulations, developing broad policy with immediate and long-range impact, coordinating with legal counsel, and preparing responses to Public Record Act requests.
The HPS I is responsible for analyzing complex administrative problems, such as the sustainability of the fee, fund condition status, and legal risk of decisions, and recommending solutions on various branch policy issues critical to the Department’s mission while facilitating efficient Branch operations using effective communication skills, both verbally and in writing.
